APS Healthcare Appoints Vice President of Development for APS Public Programs

APS Healthcare, one of the country's leading specialty healthcare companies, today announced that Cynthia T. Weinmann has been appointed vice president of development for APS Public Programs, the company's government services business unit.

In her role, Weinmann will be responsible for developing and marketing specialized programs to state, federal and local public entities for APS' Public Programs. She will also assist with effective health program design and program implementation efforts.

“Cindy brings extensive public programs expertise that will help expand APS' position as the leading specialty healthcare company in the public sector,” said David Hunsaker, president, APS Public Programs. “As APS Public Programs continues to grow, her expertise will be invaluable in helping us continue to deliver innovative, industry-leading products and services to public programs throughout the country.”

Weinmann comes to APS with more than 20 years of senior leadership experience in the public healthcare sector. She previously served as project director for the Kentucky Medicaid Administrative Agent contract, assisting with requirements for prior authorization and retrospective review, as well as recruiting and staffing.

Weinmann also served as data director for Medicare contracts and later the vice president of Business Development for Delmarva Foundation for Medical Care, the quality improvement organization for Maryland and Washington, D.C., working with operational and technical staff to develop new programs and services for public sector clients. With Delmarva, she also worked with implementation teams for Medicaid utilization review and external quality review in Pennsylvania, West Virginia and Florida.

Additionally, Weinmann served as co-chair of the Centers for Medicare and Medicaid's (CMS) system facilitation team for requirements specification and facilitation of a national data system for peer-reviewed organizations. This team was recognized with a leadership award from CMS (formerly the Health Care Financing Administration).

Weinmann received a bachelor's degree from Washington College in Chestertown, Md., and earned a master's degree in public administration from Wilmington College in Delaware, where she was awarded the Richard Campbell Ponsell Award for personal and professional achievement.
